Our Priorities

Smart policy for a smoke-free Colorado

Four commitments guide our advocacy at the state capitol and in local governments.

1

Protect Colorado kids

Nicotine products are for adults. We support policies that keep them away from young people, and we want the strongest tools aimed at those who ignore the law.

  • Mandatory age verification and a firm 21+ standard
  • Stiff penalties for retailers who sell to minors
  • Clear limits on marketing and packaging that appeals to children
  • Support for youth prevention and education programs
2

Preserve adult access to reduced-risk products

Adults who smoke need realistic alternatives. Blanket bans on products or flavors do not erase demand. They push adults back toward cigarettes and toward unregulated sellers who don't check ID or test their products.

  • Oppose flavor bans and prohibitions that remove regulated alternatives
  • Support access through licensed, accountable retailers
  • Keep the focus on moving adults away from combustible tobacco
3

Regulate by science, not by headline

Rules should reflect evidence and be applied consistently. We support clear product standards, testing, and accurate labeling so adults know what they are buying.

  • Product quality, ingredient, and labeling standards
  • Reasonable, predictable compliance requirements
  • Honest public communication about relative risk, including what is still uncertain
4

Support responsible small businesses

Colorado's independent retailers and manufacturers provide jobs, pay taxes, and follow the rules. We want a level playing field where compliance is rewarded and enforcement targets bad actors.

  • Fair, consistent rules across state and local jurisdictions
  • Compliance resources and training for members
  • A seat at the table when new proposals are written
A note on language. We use the term reduced-risk nicotine products to describe alternatives to cigarettes, including vapor products, nicotine pouches, and heated tobacco. Reduced-risk does not mean risk-free.
